chore(kustomize/v2): Add webhook selectors for core types to prevent circular dependencies

Add scaffold of namespaceSelector and objectSelector patches
for webhooks on core Kubernetes types (Pods, Deployments, etc.).

Kubebuilder now automatically scaffolds 4 kustomize patches for core type webhooks
to prevent the bootstrap problem where webhooks block their own deployment.

Users uncomment patches in config/webhook/ and config/default/ before deploying.
Custom CRD webhooks remain unaffected (no patches scaffolded).
