[TASK] Drop empty folders for TSconfig (#1941)

Starting with TYPO3 12LTS, TSconfig from extensions gets
automatically loaded if the corresponding files
`Configuration/page.tsconfig` or `Configuration/user.tsconfi`
exist.

So there is no point in having a directory `ConfigurationTSconfig`
anymore.
