feat(collab): Add cross-repo dependencies and zero-trust requirements

Implement Phase 1 MVP for cross-repository dependencies:

- Add RemoteConfig and update SyncConfig with remotes support
- Add RequirementRef and parse_requirement_ref() for cross-repo refs
- Add validate_cross_repo_deps() for cross-repo validation
- Update is_blocked() to check cross-repo dependency status
- Add rtmx remote CLI commands (add, remove, list)
- Add comprehensive test suite (41 tests)

Create requirement specifications for zero-trust federation:

Phase 10 (Collaboration):
- REQ-COLLAB-001: Cross-repo dependencies (COMPLETE)
- REQ-COLLAB-002: Shadow requirements
- REQ-COLLAB-003: Grant delegation
- REQ-ZT-001: Zitadel OIDC integration
- REQ-ZT-002: OpenZiti dark service
- REQ-ZT-003: JWT validation

Phase 13 (Security/Compliance):
- REQ-VERIFY-001: Property-based testing (Hypothesis)
- REQ-VERIFY-002: TLA+ formal specification
- REQ-VERIFY-003: Chaos engineering tests
- REQ-VERIFY-004: NIST 800-53 compliance mapping
