feat(git): improve uncommitted changes handling

When running ralphex on main/master with uncommitted changes:
- If only the plan file is uncommitted, auto-commit it after creating branch
- Otherwise, show helpful error with options (git stash, git commit, --review)

Adds HasChangesOtherThan and FileHasChanges methods to git package.
