Add documentation for core CSS variables (#2629)

The PR's primary goal is to document `core` module defined CSS variables. To accomplish this, a new Astro component has been added called `ReferenceTable` that provides a new UI to document variables and their default values.

**Additional changes:**
- Removed redundant divs and using slots more directly on slot content
- Refactored `CodeBlock` to better handle inline state as well as prefixed icons
- Fixed issue of fold shadow clipping navigation items
- Fixed layout style issue breaking sticky position of children
- Default to using `@forward` in Sass manifest file
- Move module exports to the top of core Sass manifest
- Make `core` the default module of `focus-ring` module mixins
- Rename `core/css` configuration: `"prefix-variable"` -> `"css-prefix"`
- Fixed issue where `core/theme` was not properly outputting the `color-scheme` property
- Use CSS variable to define default `font-family` variable
- Add `input` placeholder color styles
- Fixed table responsive styles and colgroup usage
