Fix network error handling during photo download (issue #166)

Network errors (ConnectionError, DNS failures) during API calls for photo
metadata were not being caught, causing the program to crash. This fix:

- Wrap photo._getOutputFilename() in try-except for OSError/FlickrError
- Extend photo.load() exception handling to also catch OSError
- Wrap photo._getLargestSizeLabel() in try-except for OSError/FlickrError

On error, the photo is now skipped with a log message, and the download
continues to the next photo instead of crashing.

Also adds comprehensive error handling tests and types-requests to dev deps.
