Migrate from Poetry to uv and fix camera timeout crash (#226)

- Replace Poetry with uv for dependency management
- Update Dockerfile to use uv instead of Poetry
- Update GitHub Actions workflow to use astral-sh/setup-uv
- Remove poetry-check from pre-commit hooks
- Add libgl1 and libglib2.0-0 for OpenCV support
- Remove unused systemd-python dependency
- Fix crash when camera connection times out by catching RequestException
- Add AGENTS.md with build/test/lint instructions
