Switch from Poetry to uv package manager

- Convert pyproject.toml to PEP 621 format with hatchling backend
- Update GitHub Actions to use astral-sh/setup-uv
- Update release.sh and RELEASING for uv workflow
- Update CLAUDE.md with uv commands
- Replace poetry.lock with uv.lock
