test: add tests for Register, Replay, and emitPendingSection

Improve pkg/web test coverage from 86% to 87.3%:
- SessionManager.Register: 0% → 100% (idempotence, ID derivation)
- allEventsReplayer.Replay: 0% → 100% (empty/non-empty LastEventID)
- emitPendingSection: 40% → 62.5% (task iteration sections)

Add mockMessageWriter helper implementing sse.MessageWriter interface.
