Exclude Python integration tests from CI

- Added @moduletag :python to ExZarr.PythonIntegrationTest
- Added :python to excluded tags in test_helper.exs
- Updated TESTING.md with Python test documentation
- Python tests require: Python 3 + zarr + numpy libraries
- Test counts: 324 CI tests (78 excluded including 14 Python tests)
- Python tests can be run locally with: mix test --include python

Fixes CI failure: ModuleNotFoundError: No module named 'zarr'
