qual: Support Bazel version 9

- Replace --action_env with --repo_env in .bazelrc
  to continue compiling fuzz tests with clang instead of gcc.
- Change cache location to ~/.cache/bazel-disk-cache/
  because the Bazel output, which is under ~/.cache/bazel/,
  cannot be a subdirectory of the --disk_cache directory.
- Update google_benchmark dependency in MODULE.bazel
  to avoid a toolchain initialization failure related to
  an unexpected "incompatible_use_toolchain_transition" keyword argument
  in its rules_foreign_cc dependency.
- Remove sh_test() in test/builtin/BUILD.bazel
  due to rules_shell version 0.3.0
  not playing well with Bazel version 5.4.1,
  which we use for testing compatibility.
