* CI: quote Go version in setup-go

* CI: migrate golangci-lint config to v2

Update .golangci.yml to config version 2 for golangci-lint-action@v9, exclude examples, and align gofmt/goimports settings.
Also make `make lint` run golangci-lint v2 (fallback via go run) and fix small lint issues in selectors/tests.

* CI: align unit tests with error strings

Update unit tests to match lowercased error messages (staticcheck ST1005).
