* Fix CI failure: revert RuntimeError to print+exit for ImportError

The RuntimeError caused issues in CI when the script was imported before
requests was fully installed. Using print+exit is more CI-friendly and
allows the error to be properly captured by the shell.

* Fix docker compose CI: add --wait 30 to auth validation

The auth service container is marked healthy by Docker before the service
is fully listening on port 8090. Added --wait 30 parameter to allow the
validation script to wait for the service to become available, preventing
"Connection refused" errors during CI.
