Fix bbf_set_current_user logic

Replace bbf_set_current_user with proper security context management
in do_create_bbf_db. Use GetUserIdAndSecContext/SetUserIdAndSecContext
instead of role switching to temporarily elevate privileges for
database ID allocation.

Also simplify bbf_set_current_user by removing redundant
SetCurrentRoleId call, as SetConfigOption already handles role changes.
