Remove support for Python 3.9, add support for Python 3.14 (#202)

* Python 3.14 renders less blanklines, so omit them. Fixes #203.
* Make ellipsis usage less scary.
* Fix test for Python 3.14 which renders less <BLANKLINE>.
* Fix for Windows.
* Fix tests on Python 3.14 by moving the pdb tests into one test file.
