feat(mcp): Add rtmx_get_spec tool for reading requirement specs

- Add get_spec method to RTMXTools that reads full spec file content
- Register rtmx_get_spec tool in MCP server
- Add REQ-MCP-001 requirement and spec for Claude Code integration
- Add REQ-COMM-001 requirement for HackerNews community feedback
- Update CLAUDE.md with parallel worktree development guidance
- Add comprehensive tests for get_spec functionality
