Add safe calculation utilities and improve input validation

- Add safe_divide, safe_percentage, safe_mode utilities to validation.py
  to prevent division-by-zero errors across the codebase
- Add validate_cdr3_dataframe for bulk CDR3 sequence validation
- Fix division-by-zero issues in filter.py, clonotype.py, til.py
- Replace fragile .mode().iloc[0] pattern with safe_mode() helper
- Fix TIL matching to exclude both "_" and "" empty CDR3 identifiers
- Document tier threshold parameters (configurable defaults)
- Rename clone_id to CDR3ab for consistency across modules
- Bump version to 0.2.3
