Add Dependabot auto accept workflow (#682)

### What kind of change does this PR introduce?

* Adds a workflow that automatically accepts non-major Dependabot
updates.
* Temporarily pins `fastprogress` in order to deal with an upstream
dependency resolution problem.
* Updated `pre-commit` hooks (needed for `prek` compatibility).
* Adds a `pin` on `pandas` (<3.0).

### Does this PR introduce a breaking change?

No.

### Other information:

This workflow leverages the Ouranos Helper Bot to get this done. Secrets
are managed at the organization level so nothing new is required.
