PORTAL-2510: Address Design QA findings- Menu bar/ Homepage (#804)

* Update landing page styles

Standardizes resource title casing, improves accessibility by updating image alt attributes, refines layout and spacing for mobile and desktop views, and replaces custom resource title underline with a CSS gradient. Also adjusts font sizes and transforms for better visual consistency.

* Update dropdown grid layout and padding in NavbarDesktop

Adjusted the dropdown list to use four equal-width columns and reduced horizontal padding. Also increased dropdown item horizontal padding for improved spacing and alignment.
