Migrate proposals to toolhive-rfcs repository (#3395)

Design proposals have been moved to a dedicated repository at
github.com/stacklok/toolhive-rfcs to better serve the entire ToolHive
ecosystem including CLI, Studio, Registry, and Cloud UI.

This change:
- Removes all proposal files from docs/proposals/
- Adds README.md in docs/proposals/ directing contributors to toolhive-rfcs
- Updates CONTRIBUTING.md to reference the RFC submission process
- Removes the CI workflow that validated proposal file naming

The toolhive-rfcs repository provides better visibility for design
discussions and allows community participation without cloning the main
codebase.
