* ci: add pr build test action for testing a signed artifact

* ci: add flag for having a windows singed artifact

* ci: add check if the branch is aligned with main

* chore: format

* ci: handle concurrency on workload and use always one comment for the update

* fix(ci): remove unused permission and clarify signing message

- Remove `actions: write` permission since concurrency handles workflow
  cancellation automatically
- Clarify that macOS builds are signed but not notarized in PR builds
  (notarization happens during publish)
