Add SPDX license headers to all Go files (#3366)

Add SPDX-FileCopyrightText and SPDX-License-Identifier headers to all
Go source files for Apache-2.0 license compliance.

Changes:
- Add license-headers.yml CI workflow to verify headers on PRs
- Add license-header.txt template for consistent header format
- Add license-check and license-fix tasks to Taskfile.yml
- Add headers to all existing Go files (839 files)

The CI check ignores generated files (mocks, testdata, vendor, *.pb.go,
zz_generated*.go).

Closes #606
