Deprecate 'reconcile' methods

Why these changes are being introduced:
* Processes that were originally implemented as part of the 'reconcile'
step were reworked into the batch creation methods introduced in 7ba3fce.
The batch creation step brings together asset validation
(previously handled by 'reconcile') and any batch preparation
steps required for a given workflow.

How this addresses that need:
* Remove all references to reconcile methods and states from modules
and docs
