Move common CLI parameters to custom class

Many of the parameters are common to both `protontricks` and
`protontricks-launch`. Move them to the `CustomArgumentParser` class
that already exists.

A small side effect is that the parameters are now shown in different
order in the help text, with global options first and command-specific
last.
