Add DIIS (#199)

* copy diis from density_order branch

* update type hints

* better type hints

* converge adc1 states as tests for diis

* update to numpy 2.0

* remove duplicate error handling

* add a few tests

* add some unit tests for the diissubspace

* another unittest

* empty to trigger CI

* avoid copies

* temporary switch test data server

* try with normalized guess

* remove random test

* * Added copyright header to fixed_point_diis.py.
