HDXDSYS-2641  Ensure package_hxl_update and QuickCharts arguments are noops in HDX Python API (#103)

* Remove all usages of package_hxl_update

* QuickCharts noop

* Fix name

* Fix infer arguments

* Add missing import

* Probably should handle Optional[bool]

* Actually don't need to handle Optional[bool] here as not one of Configuration's parameters
