Add tests for root.go, ssh.go, and scp.go to improve coverage:
- TestRootCmd: Test command structure and help flags
- TestInitConfig: Test configuration initialization
- TestRootCmdFlags: Test persistent flag bindings
- TestRootCmdStructure: Verify command structure
- TestSSHCommand: Test SSH command properties
- TestSCPCommand: Test SCP command properties and flags
- TestSCPCommandArgsValidation: Test argument validation

Improves cmd package coverage from ~45-52% to 69.4%.
