Refactor FileHandler name sanitization and update tests

Moved job name sanitization logic to a dedicated private method in FileHandler and applied it consistently for file operations. Updated CronJobHistoryExtendedCommandTest to ensure FileHandler uses the latest config and clears config cache after each test for isolation.
