Add contributor guidelines for issue claiming and expectations (#3341)

* Add contributor guidelines for issue claiming and expectations

Add two new sections to CONTRIBUTING.md to set clear expectations for
external contributors:

- "Claiming an issue": Explains that contributors should comment on an
  issue and wait for assignment before starting work, to avoid duplicate
  effort.

- "What to expect": Sets expectations that reviews are on a best effort
  basis and that priorities may shift, while committing to coordinate
  with active contributors.

These additions address feedback from community contributors and align
with the team's internal community duty process.
