Refactor `parse_mailboxes()` into three parts:

- `parse_mailboxes()`
  Command handler, which calls:
- `parse_mailboxes_args()`
  Split the string into tokens
- `parse_mailboxes_exec()`
  Perform the actions of the `mailboxes` command
