fix: caddy_bin argument now correctly overrides saved config

- Fix ConfigProvider.init to apply caddy_bin from args over saved config
- Fix start_link in ConfigProvider and ConfigManager to handle nested
  list from supervisor child spec {Module, [args]}
- Add comprehensive Admin API tests covering error cases, path-less
  functions (post/put/patch_config/1, delete_config/0)
- Fix API to explicitly pass content_type arg (required for Mox)
- Add ConfigManager and Resources modules for config coordination
- Expand telemetry with config_manager and resources events
