feat(ci): Migrate GitHub Pages to Staging with Playwright E2E Testing (#59)

- Migrate GitHub Pages from static docs to Expo web staging environment
- Add Playwright E2E test suite with 13 passing tests
- Add smoke tests, landing page tests, onboarding flow tests
- Include skip markers for tests pending UX research
- Fix biome config to ignore generated test reports
