Fix SaveToFile thread-safety and add fuzz tests

- Snapshot data before I/O in Encode() to prevent hangs when
  SaveToFile runs concurrently with reads (e.g. SortBitmapDesc)
- Add fuzz tests for deserialization, normalization, and search
