Switch to `-I` isolated `python` and improve logs (#33)

Use `-I` to ensure `python` does not include installed global or user packages.

Log improvements:
*   Use UTC timestamps with `Z` in all logs.
*   Change log file name embedded timestamp to `YYYYMMDDTHHMMSSZ`.
*   Fix: format based on verbosity level, not record level.
*   Fix: format at the most verbose level (NOT_SET).
*   Fix: print `py_exec_unknown` instead of `None`.
*   Add `pid:` and `py:` prefixes.
*   Explain missing file logs in the first line in the file.
*   Print informative delimiter on `switch_python` call.
*   Rename to: `PythonExecutable.py_exec_deps_updated`.
*   Rename to: `PythonExecutable.py_exec_src_updated`.
