build: Remove containerized build of `mender-artifact`

Long story short: let's clean-up the Dockerfiles, leave only the
`build-natives` for cross-compile, and update CI to Debian 13 images.

We used to deliver `mender-artifact` as a prebuilt binary for Linux and
Mac OS. These used to be cross-compiled through Docker and, among other
things, locked to Openssl 1.1.

Since more than a year ago we deliver it as a Debian package (for Linux)
and as a brew formula (for Mac OS) so that the dependencies are
correctly managed per OS.
