Add workflow to tag submodules on release

When a release tag vx.y.z is created, this workflow automatically creates
a corresponding libK-vx.y.z tag on the libKriging-maintained submodules:
- armadillo-code
- lbfgsb_cpp
- carma

This ensures that the exact same submodule versions can be retrieved later
when cloning the repository with a specific release tag.

Upstream submodules (Catch2, pybind11) are not tagged as we don't control them.
