fix: WebappConfig.from_dict を parse に変更

my-lib の API 変更に対応:
- WebappConfig.from_dict() → WebappConfig.parse() に変更
- テストで os.environ.get の過剰なモックを修正
  - conftest.py: atexit.register のモックに変更
  - test_webui.py: patch.dict(os.environ, ...) を使用
