Add assistant_cli example with Lite-Mistral test

- Implement eg/assistant_cli/main.cc using llama.cpp APIs directly.
- Add FetchContent for Lite-Mistral-150M-v2-Instruct model.
- Add Python integration test for assistant_cli.
- Register example and test in CMakeLists.txt.
