refactor: comprehensive spring cleaning

More specifically:

1. upgrade to go1.25.5

2. sync the README.md accordingly

3. document the usage in the README.md

4. upgrade deps using `go get -u -v ./...`

5. pin to https://github.com/m-lab/locate/commit/7f7bbe7a9
so that we get better `m-lab/locate` testing support

6. upgrade tests to use the pinned `m-lab/locate` (see above)

7. refactor tests failing when using `go test -race`

8. replace Travis CI with GitHub actions

9. add suitable dependabot config

I am introducing these changes in preparation for adding support
for client-integration registration, like I previously did for the
JavaScript client in https://github.com/m-lab/ndt7-js/pull/92.
