Fix scoped default shadowing and document local scope limitation

- Add has_property_in_scope() for scope-aware property existence checks
- Fix default value application to check target scope, not current context
- Add test for scope-aware defaults (test_scope_default_not_shadowed)
- Document known limitation: local properties leak outside macros (confirmed
  Python xacro properly scopes them - architectural fix needed in future PR)
