Fix memory budget bypass for oversized bitmaps

When a single bitmap exceeded the entire memory budget, the eviction
loop would empty the cache but still add the oversized bitmap,
causing unbounded memory growth.

Now bitmaps larger than maxMemory are not cached (still returned
for the query, just not kept in cache).
