Fixed DataAdapter.FillSchema() to retrieve primary key metadata  (#4350) (#4443)

Description
SqlDataAdapter.FillSchema() does not return primary key or base table information in Babelfish, causing DataTable.PrimaryKey to be empty and SqlCommandBuilder methods to fail.

Solution:
Enabled primary key metadata retrieval by setting fetchPkeys = True and added SendColInfoToken() call to send the COLINFO token with key information required by ADO.NET's FillSchema.
