Fixed potential logging offset from restart (#2017)

* Fixed potential logging offset when checkpoint is taken off the dr group's cycle boundary. Updated test to test this case.

* Updated README and unit test comments

* Updated timing expectation in README

* Fixed issues doing too much during restart in DRGroup class. Accept all the calculated tics from the checkpoint file as-is
