Initial commit for Babelfish v5.6 (#4412)

This commit contains the following changes:

    Add version info and upgrade test for 17.8, 16.13, 15.17 and 14.22
    Add upgrade schedule files for 17.8, 16.13, 15.17 and 14.22
    Bump babelfish_version from 5.5.0 to 5.6.0
    Update T-SQL extension version to 4.6.0 and add following upgrade scripts:
    a. babelfishpg_tsql--5.5.0--5.6.0.sql.
    b. babelfishpg_tsql--4.10.0--5.0.0.sql.
    Update common extension version to 4.6.0 and add following upgrade scripts:
    a. babelfishpg_common_helper--5.5.0--5.6.0.sql.
    b. spatial_types--5.5.0--5.6.0.sql.
    c. babelfishpg_common--4.10.0--5.0.0.sql
