fix: race condition on tenant settings update (#832)

When doing updates, the code was cleaning up the cache **before** doing
the update. This means that the cache could be populated again
**before** the update happens, and after the update is completed, we'd
have stale data in cache.

This is simple to fix: just clean the cache after the update is done.
When it's refreshed, it's guaranteed to have the post-update data.
