* Make docstring for Counts more precise and validate input

* Fix mis-edited doc string

* Add release note counts-validation

* Fix pylint complaints

* Document another TypeError in constructing Counts

In previous commit this was ValueError, but TypeError is more appropriate.

* Update test for change from ValueError to TypeError

* Simplify release note
