Add `copy_inputs` argument to Spectra object, default to True.

- For loading, through read_spectra, this value is set to False
to prevent unnecessary copies which slow load times.
- Additionally, remove spurious duplicate copies, originally Spectra was
  copying all input data twice (once through np.copy and once through
np.astype).
