Add tests for chat command and control logic

Added `test/chat/cmd_test.cc` to verify command parsing and execution logic in `src/chat/cmd.cc` (e.g., back, delete, tail commands).
Added `test/chat/control_test.cc` to verify flow control logic in `src/chat/control.cc`, specifically `accept_generated_token`.
Updated `test/chat/CMakeLists.txt` to register the new tests.
