fix: ty type checker のエラーを修正

- create_image.py: panel_list を tuple ベースの構造に変更し型安全性を向上
- collector.py: total_count の None チェックを追加
- power_graph.py: 未使用の type: ignore を削除、タプルアンパック修正
- rain_cloud.py: RainfallLevel TypedDict を追加
- rain_fall.py: dict 型の互換性問題を cast で修正
- sensor_graph.py: 未使用の type: ignore を削除、タプルアンパック修正
- weather.py: _ROTATION_MAP の None 値チェックを改善
- run.py: PanelData TypedDict の代入に型注釈を追加
- webui.py: 未使用の should_terminate グローバル宣言を削除
