Fix ty type checker errors and add ty configuration

- Add [tool.ty.rules] section to pyproject.toml to ignore specific rules
- Use typing.cast in flask_util.py for proper Response type
- Fix dict copy in serializer.py using spread operator
- Use static_dir variable in webapp/base.py for type narrowing
- Remove unused global declaration in webapp/proxy.py
